On April 28, 1999, the Route 130/Delaware River Corridor Strategic Revitalization Plan (Corridor Plan) received Plan Endorsement from the New Jersey State Planning Commission (Commission).

Twelve municipalities, including Florence Township, participated in the development of the Corridor Plan and pursued Plan Endorsement. This Plan Endorsement was valid for ten years and received several extensions. Given the Commission’s new rules and requirements for Plan Endorsement, the Burlington County Bridge Commission’s Department of Economic Development and Regional Planning (EDRP) submitted a petition for Plan Endorsement on behalf of Burlington County and the twelve Corridor municipalities on October 21, 2019. Since 2019, the Corridor municipalities have been working with EDRP to complete numerous tasks required for Plan Endorsement, one of which was holding individual public visioning sessions.

Municipal Plan Endorsement is a voluntary process to ensure the coordination of State, county and municipal planning efforts in achieving the goals and policies of the State Planning Act and State Development and Redevelopment Plan (State Plan). The recipients of Plan Endorsement are recognized as having their local master plans, zoning ordinances and other planning documents being compliant with smart growth planning principles and policies of the State Plan. Benefits to municipalities that received Plan Endorsement include, but are not limited to, coordinated planning assistance from the State, funding from the Clean Water State Revolving Fund Financing Program, Low-Income Housing tax credits, New Jersey Department of Transportation municipal and formula funding, Brownfields Redevelopment Interagency Team planning assistance, and financing from the Hazardous Discharge Site Remediation Fund.

In pursuing Plan Endorsement, municipalities undertake community-visioning sessions. Visioning is a process by which a community envisions the future it wants and charts a path for achieving its vision. The public input received from the visioning process forms the basis for developing a Vision Statement, which has a planning horizon of at least 20 years. The Vision Statement is an important guidance document that informs the preparation of municipal master plans, zoning ordinances and other planning documents. Some topics of discussion for visioning include: land use; housing; economic development and revitalization; transportation; climate resiliency; historic, open space and farmland preservation; environmental justice; sustainability; and other important matters.

A Plan Endorsement Subcommittee, which comprises members from Burlington City, Burlington Township, Edgewater Park Township, Florence Township and Willingboro Township, will hold a public visioning session for the formulation of a “Regional Visioning Statement” in the following manner:
